At this point, anyone who does not "see" it, whether intentionally or unintentionally, is part of the scheme. It's apparent from page one and from the spammy behavior and open push to spam and tag. If the rules were policed, the publication would be removed as would all those who participate in the scheme, which is a lot of people. People get sucked in because they want fake metrics more than true appreciation for their writing which just means they don't believe in themselves enough to just write.
